The role of civil defense in the era of terrorism and asymmetric threats

The article describes the problem of asymmetric conflicts, perceived as a threat to the security of states and the international community in the modern world, and the role of civil defense in the era of terrorism and other asymmetric threats. The analysis of this issue includes an explanation of the following concepts: terrorism, asymmetric threats and asymmetric action. The article also presents the specifics of the area where terrorist threats occur and provides examples of asymmetric threats, which include the threat of terrorism, cyberattacks, arms trade, psychological warfare, information warfare and economic warfare. The aim of the article is to identify terrorist and asymmetric threats that the state faces in the modern world. The research problem was defined in the form of a question - what threats affect the security of the state and how can terrorist and asymmetric threats be preventively prevented by means of civil defense? In order to answer this question, mainly a critical analysis of the literature on the subject was used.
